Meet The WABO Code Official Accreditation Program Instructors

Instructor Dick Bower, MS, CBO, CFM, CEM

Currently Teaching:
PT 201, PT 202, and PE 302

Biography:
Like many others in the business, I had a variety of jobs before beginning my career in building and fire safety. Among them were auto mechanic, retail sales, advertising, business management, commercial fishing, and general contractor. While those jobs have little resemblance to the building safety profession, they provided me with skills in communication, customer service, and business management that were quite applicable to my ultimate career in public service.

I began my career in building and fire safety as a seasonal wildland firefighter in the State of Alaska. My wildland fire experiences led me to becoming a firefighter/EMT with the Homer Alaska Fire Department where I eventually rose to the rank of Fire Chief and really began my career in building and fire safety . 

In the ensuing 37 years, I've held a variety of positions in City and County government including planning commissioner, fire marshal, emergency manager, code enforcement officer, building inspector, and plans examiner. During that time I also served as Chief Building Official for municipalities in the states of Alaska, Washington, and California. For much of that time I also provided consulting and educational services to the building and fire safety industry through my company, Bower Associates.

My educational background includes a Bachelors of Science in Business Administration and a Masters of Science in Leadership. I've completed countless hours of code training through the International Code Council (ICC), NFPA, FEMA, WABO, and CALBO, and currently hold ICC certifications as a Building Official, Fire Marshal, Plans Examiner, Building Inspector, and combination residential inspector among others. In addition, I hold the International Assn. of Emergency Managers Certified Emergency Manager credential as well as the Fire Marshal Designation from the Center for Public Safety Excellence. 

In June, 2020 I retired from my position as Chief Building Official for the City of Carmel-by-the-Sea, CA which brought my public service career to an end. I now focus my attention on sharing my knowledge and experience as a mentor to others through my consulting work as well as instructing building, fire safety and emergency management courses for state, local, and private sector organizations.

Instructor Micah Chappell, CBO

Biography:
Like many others in the business, I grew up in the construction industry with my father and grandfather building custom houses. Then moving into the electrical trade for a while, before starting my own contracting business. While having met many inspectors during those years, none of them had the impact of an inspector that was close to my age. Shortly after that encounter, I tested for my inspector certification and was offered a position with a local jurisdiction.

Now almost 20 years later, I have been a permit tech, inspector, plan reviewer, a supervisor for both those groups, code enforcement personnel, and a Building Official.

Currently I am the Technical Code Development Manager for Seattle’s Department of Construction and Inspections (SDCI) and am part of their Construction Review and Inspection Quality Management team. I am also one of the Deputy Directors of SDCI’s Emergency Response Division. I am on the Washington Association of Building Officials Executive Board and the Chair for their Technical Code Development Committee. I am also appointed by the Governor to the Washington State Building Code Council representing Code Officials. I have served on various boards and committees, with the most recent being the IBC-General Committee for the 2024 ICC code development.

My educational background includes lots of on-the-job learning, as well as a Bachelor of Science in Business Administration and a Masters of Science in Business Administration with a concentration in Public Administration. I've completed countless hours of code training through the International Code Council (ICC), FEMA, WABO, and have also provided instruction for some courses. I currently hold ICC certifications as a Building Official, Plans Examiner, Building Inspector, and Commercial Electrical Inspector.

I am a husband to one, a father of three, have various pets and a really cool dog named Watson. My primary hobbies are fly fishing, rafting, and really any backcountry adventure.

The COAP Committee is currently seeking future instructors for the WABO COAP Program. If you are interested in sharing your knowledge, skills and abilities with the next generation of Code Officials entering and growing in the profession, please take this exciting opportunity to join the team! Please complete the instructor application to be placed on a roster of Backup Instructors, poised and ready to step up and fill-in (as needed) for an existing instructor, while also preparing via online training for the opportunity to take on a paid instruction position of your own.
